Equal Pay Settlement Proposal - Bank Holiday Pay

Decisions:

157.1  The Committee considered the report of the Executive Director Governance People & Resources regarding bank holiday pay.

 

157.2  The Chair noted that there was an amendment from the Labour Group.

 

157.3  Cllr Appich proposed the following amendment (changes in bold and italics):

 

2.1      That the Committee agrees the equal pay settlement in relation to the period 2June 2017 to 1 June 20233 January 2017 to 2 January 2023and the implementation of the settlement as described in Appendix 2, with work to begin on implementation from 1 June2023.

 

2.2      That the Committee delegates authority to the Director of HROD to negotiate and agree with the recognised Trade Unions a temporary top-up payment to resolve future liability until a permanent solution is found.  with the intention of having in place for the 28 August Bank Holiday

 

2.3      That the Committee asks the Director of HROD to continue to work with the GMB to find dates for the collective dispute to be heard fully but should this not be possible this will not affect recommendation 2.1

 

2.4      If the collective dispute is heard prior to implementation and has an outcome which requires a further decision, this will be taken to a future P&R committee

 

2.52.3 That the Committee notes the ongoing work to permanently resolve Bank Holiday pay in the future, and to establish a fair and equitable system for all staff.

 

2.4.     Officers explore the legal, financial and practical implications of extending any future pay awards to ex-employees (and make this a standard practice going forward) and report back to the June P&R meeting for a decision.

 

2.6      That an update on progress is provided to the June P&R meeting.

 

157.4  Cllr Evans formally seconded the proposed amendment.

 

157.5  The Committee voted on the amendment, and it was not agreed.

 

157.6   RESOLVED: That the Committee –

 

(i)             Agreed the equal pay settlement in relation to the period 2

June 2017 to 1 June 2023 and the implementation of the settlement as described in Appendix 2, with work to begin on implementation from 1 June 2023.

 

(ii)            Delegated authority to the Director of HROD to negotiate

and agree with the recognised Trade Unions a temporary top-up payment to resolve future liability until a permanent solution is found with the intention of having in place for the 28 August Bank Holiday.

 

(iii)      Asked the Director of HROD to continue to work with the GMB to find dates for the collective dispute to be heard fully but should this not be possible this will not affect recommendation 2.1.
