Raising Professional Standards for Housing Staff & Tenants
Decision Maker: Cabinet
Decision status: Recommendations Approved
Is Key decision?: Yes
Is subject to call in?: Yes
Purpose:
This paper seeks Cabinet approval for the
introduction of a Housing Learning and Development Policy and
Landlord Services Professional Standards, developed in response to
the Social Housing Regulation Act 2023 and forthcoming Competence
and Conduct requirements. The proposals set out how the Council
will ensure staff are competent, professional and supported, while
delivering services that are respectful, consistent and informed by
tenant experience. Shaped by tenant feedback, complaints analysis
and workforce insight, the approach embeds clear behavioural
expectations, continuous learning and accountability to support
improved service quality and regulatory compliance.
Decision:
1. Approve the Housing Learning and Development Policy as set out at Appendix 1.
2. Approve the Landlord Services Professional Standards as set out at Appendix 2.
3. Notes that the documents will be reviewed periodically to ensure ongoing compliance with regulatory requirements and alignment with service priorities.
