Minutes:
46.1 Councillor Warren Morgan, Committee Chair welcomed everyone to the final meeting of ECSOSC. He said Councillor Pete West Cabinet Member for Environment and Sustainability had given his apologies for today’s meeting, and had thanked the committee for its comments at the January meeting on the waste management and waste planning reports.
46.2 Councillor Morgan was proud to have served as Chair since the Committee was formed in 2008. He thanked the officers who had prepared reports and answered questions especially those who appeared regularly at Committee, and the Scrutiny Team. Thanks were also due to members of the public and external contributors.
46.2 Councillor Morgan was grateful to Councillors from all political groups who had served on ECSOSC over the years and to Cabinet Members and those who had been involved with the Committee in other ways.
46.3 Comments from scrutiny would be reported to Cabinet where relevant.

Minutes:
26.1 Councillor Morgan said that following the ECSOSC workshop on flood risk, a visit for to the Marina had been arranged for 18 November. Details would be sent to Members.
26.2 Deputy Chair Councillor Ollie Sykes told the meeting that Defra had replied to concerns from the flood risk workshop that he had Chaired. Defra had set out the national approach by the Environment Agency towards National Rail on provision of data; this is being followed up for the next stages of the flood study.

13.1 The Chair Councillor Warren Morgan reminded the Committee that an informal workshop on the citywide parking review was being arranged for 1.30pm on 22 September.
13.2 He asked if Members wished to accept an invitation to visit the Marina to look at long-term flood defence; Members welcomed this and asked for a suitable date to be arranged.

Minutes:
3.1 The Chair Councillor Warren Morgan congratulated the Scrutiny Team on winning the national Good Scrutiny Award for Innovation for the Scrutiny Panel on Climate Change Adaptation and on being shortlisted for Scrutiny Team of the Year.
3.2 Councillor Morgan noted the changed Cabinet portfolios for Environment and Community Safety issues.
3.3 He had received a note for the Committee from Councillor Ben Duncan, Cabinet Member for Communities and Community Safety which would be circulated.

46.1 No-one from this Committee had been able to attend the South Downs National Park Authority Seminar on 23 March; instead of a verbal update, presentation handouts were being tabled here.

Minutes:
35.1 The Chairman paid tribute to Councillor David Smart, who had sadly passed away. He was a hard-working Councillor who had made a considerable contribution to this committee and would be greatly missed. Moves were in hand to create a fitting commemoration for Councillor Smart.
35.2 The Chairman had received a reply to his letter about parking policy from the Environment Cabinet Member. Councillor Theobald was unwell and on behalf of the whole Committee the Chairman wished him well.
35.3 A workshop for ECSOSC on the Local Transport Plan 3 was being held on Monday 31 January at 1pm.
