Thingslicious Licensing Panel (Licensing Act 2003 Functions)

Minutes:

3        THINGSLICIOUS TENS LICENSING PANEL

 

3.1      Licensing Officer Corrine Hardcastle introduced the applications, which were taken together for the duration of the panel.

 

3.2      Councillor Lyon received clarification on the application being for 2 hours and not 3 hours.

 

3.3      Councillor Pickett was informed that there was one similar premises on Preston Street that was open until 3am.

 

3.4      Mark Thorogood introduced a representation on behalf of Sussex Police.

 

3.5      Councillor Lyons was informed that there were no other planned events in the area during the period of application, excluding Halloween night.

 

3.6      Councillor Lyons was informed on seasonal data regarding crime in the area.

 

3.7      Graham T Hopkins introduced a representation on behalf of the applicant.

 

3.8      Councillor Nann was informed that the applicant had no supporting evidence of the success of previous TEN at the premises.

 

3.9      Councillor Nann clarified on whether it would be more appropriate for the applicant to invest in market research. The applicant disagreed.

 

3.10    Councillor Pickett was informed that it was the applicant’s intention to apply for a license variation if the TEN was successful.

 

3.11    Councillor Pickett was informed that the store’s affect on the surrounding area was minimal as the majority of their customers were local shift workers.

 

3.12    Councillor Pickett was informed that the applicant is a member of a radio scheme as part of their security.

 

3.13    Councillor Pickett was informed that applicant would be prepared to employ door staff for the TEN periods.

 

3.14    Councillor Lyons was informed that the applicant has been a director of the store since 2020 and that were no police incidents linked to the venue.

 

3.15    Councillor Lyon was informed that the applicant does have involvement in another premises operating on Preston Street.

 

3.16    Legal Adviser informed panel of inability to legally attach a condition to a TEN if were granted.

 

3.17    Corrine Hardcastle informed the panel that the condition of a mobile unit in the current license should also apply to the TEN if granted.

 

3.18    Corrine Hardcastle summarised as the Licensing Officer.

 

3.19    Mark Thorogood summarised on behalf of Sussex Police.

 

3.20    Graham T Hopkins summarised on behalf of the applicant.

 

3.21    The chair called the panel to a close for decisions.
