General Fund Revenue Budget, Capital and Treasury Management Strategy 2021/22

Extract from the proceedings of the Policy & Resources Committee meeting held on the 11 February 2021, together with a report of the Acting Chief Finance Officer.

Minutes:

112.1      The Mayor noted that the principal budget items listed as Items 112 and 114 on the agenda would be debated together, long with Item 113 Supplementary Financial Information, once the proposed budget and various amendments had been moved and seconded. He therefore invited Councillor Druitt to propose the budget for 2021//22.

 

112.2      Councillor Druitt thanked the Mayor and formally moved the budget proposals on behalf of the Administration, together with the one Green Group amendment. Councillor Mac Cafferty formally seconded the budget proposals and the Green Group amendment.

 

112.3      Councillor Yates formally moved the Labour Group’s amendments No’s 1 – 3, which were formally seconded by Councillor Platts.

 

112.4      Councillor Miller formally moved the Conservative Group’s amendments No’s 1 – 6, which were formally seconded by Councillor Bell.

 

112.5      The Mayor then opened the matter up to a general debate and the following Members of the Council spoke on the various amendments that had been put forward as well as the general prevailing budget proposals and budget position.

 

Councillors Powell, Allcock, Simson, Fishleigh, Deane, Williams, Peltzer Dunn, Janio, Heley, Hamilton, Barnett and Osborne.

 

112.6      The Mayor noted that the meeting had been in session for just over two hours and declared that he would adjourn for a refreshment break from 6.36  to 6.55pm.

 

112.7      The Mayor reconvened the meeting at 6.55pm and continued with the debate, during which the following Members spoke on various amendments that had been put forward as well as the general prevailing budget proposals and position.

 

Councillors Atkinson, McNair, Hugh-Jones, Wilkinson, Brown, Shanks, Evans, Bagaeen, Davis, Hills, Appich, Theobald, Lewry, Ebel, O’Quinn, Mears, Lloyd, Childs, Nemeth, Littman, Hill, Clare, Fowler, Moonan and Platts.

 

112.8      The Mayor noted that all Members wising to speak during the debate had done so and called on Councillor Gibson to respond to the debate and the amendments on behalf of the Administration.

 

112.9      Councillor Gibson thanked the Mayor and stated that it had been a good and useful debate overall. He felt that although a number of the amendments could not be accepted, there were a lot of good suggestions that could be taken into consideration and possibly incorporated into future decisions. He therefore hoped that the budget proposals together with the amendments that could be accepted would be approved and recommended it to Council.

 

112.10   The Mayor stated that in view of the fact that the amendments related to either the General Fund or the Housing revenue Account, he intended to put each one to the vote.  However, he would call on the Acting Chief Finance Officer to confirm the budgetary position should any amendment be carried and have an impact on the overall budget as necessary.  He would then put the substantive recommendations to the vote as outlined in the procedural rules and also noted that the outcome of the voting would be recorded in full.

 

112.11   The Mayor then put the Conservative Group amendment No.1 to the vote and called on each of the Group Leaders to confirm their position as well as the Groups in turn followed by each of the Independent Members.

112.31   Councillor Mac Cafferty noted the outcome of the voting and proposed that an adjournment take place to enable the Group Leaders to discuss the potential of a composite amendment being drawn up based on the amendments that had been carried.

 

112.32   Councillor Platts formally seconded the motion.

 

112.33   The Mayor noted that an adjournment had been proposed and put this to the vote and called on the Group Leaders to confirm their position as well as the Groups in turn followed by each of the Independent Members:

 

Councillor Mac Cafferty stated that the Green Group were in favour of the motion and this was confirmed by the Members of the Green Group;

 

Councillor Platts stated that the Labour Group were in favour of the motion and this was confirmed by the Members of the Labour Group;

112.34   The Mayor confirmed that the motion to adjourn the meeting had been carried and therefore adjourned the meeting at 20.46pm for a short period.

 

112.35   The Mayor reconvened the meeting at 21.30pm and noted that a further amendment was to be moved which required the re-suspension of Standing Orders, which he was prepared to put to the Council to vote on. He therefore called on the Group Leaders to confirm their position as well as the Groups in turn followed by each of the Independent Members:

Formal Council Tax Resolution

 

1       It be noted that at on 21 January 2021 the Council calculated the Council Tax Base 2021/22

(a)  for the whole Council area as 89,493.0 (Item T in the formula in Section 31B of the Local Government Finance Act 1992, as amended (the "Act")); and

(b) for dwellings in those parts of its area to which special items relate: -

Rottingdean Parish – 1,576.7

Hanover Crescent Enclosure – 39.5

Marine Square Enclosure – 70.7

Royal Crescent Enclosure – 31.0

 

2       Calculate that the Council Tax requirement for the Council’s own purposes for 2021/22 (excluding Parish precepts) is £155,914,000.

 

3       That the following amounts be calculated for the year 2021/22 in accordance with Sections 31 to 36 of the Act:

(a)      £801,756,927 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(2) of the Act taking into account all precepts issued to it by Parish Councils.

(b)      £645,791,903 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(3) of the Act.

(c)       £155,965,024 being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council in accordance with Section 31A(4) of the Act as its Council Tax requirement for the year. (Item R in the formula in Section 31B of the Act).

(d)      £1,742.76 being the amount at 3(c) above (Item R), all divided by Item T (1(a) above), calculated by the Council in accordance with Section 31B of the Act, as the basic amount of its Council Tax for the year (including Parish precepts).

(e)     £79,108 being the aggregate amount of all special items referred to in Section 34(1) of the Act.

(f)      £1,741.88 being the amount at 3(d) above less the result given by dividing the amount 3(e) above by Item T (1(a) above), calculated by the Council, in accordance with Section 34(2) of the Act, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no special items relates
