Agenda item - Adoption of Special Procedures for Budget Council

The Mayor will move the suspension of Standing Orders and the adoption of the Special Procedures.

A further procedural note to assist Members with the running of the meeting will be circulated with the addendum papers.

111.1      The Mayor referred to the proposed special budget procedure rules that had been circulated as part of the agenda and were detailed in the addendum, pages 5 – 10 and proposed that the Council procedure rules be suspended to the extent necessary to enable the meeting to be conducted under the rules as modified by the procedural note as circulated.

111.2      The Mayor called on the Group Leaders to confrm their agreement for the suspension of Standing Orders as outlined and noted that they and Members agreed.

111.3      RESOLVED: That the special procedural rules as circulated be adopted for the meeting and that the Council Standing Orders be suspended to the extent that it enabled the meeting to be conducted under the rules agreed.
