RESOLVED: That the Urgency Sub-Committee:

(1)   Agreed the disposal of 31 Palmeira Avenue, Hove currently occupied by the Jeanne Saunders Centre (‘Penny Gobby House’) Charity;

(2)   Agreed The purchase of the Annexe at Connaught Road by the Charity;

(3)   Agreed to delegate authority to the Executive Director Families, Children and Learning to take all steps necessary to progress and complete the disposal of 31 Palmeira Avenue, Hove on behalf of the Charity;

(4)   Noted that further reports will be brought back to the Urgency Sub-Committee to make decisions in relation to the disposal of Penny Gobby House and the acquisition of Connaught Road on behalf of the Charity and to oversee the arrangements for the net surplus proceeds of sale which are to be ringfenced for the Charity’s use;

(5)   Noted that a report will be brought to the Strategy, Finance & City Regeneration Committee in due course with a recommendation for the Council as landowner to dispose of the Annex building at Connaught Road, which will be acquired by the Charity.

RESOLVED:

That Committee:

1. Granted landlord’s consent (subject to the execution of a formal agreement) for each of the proposed events on Madeira Drive and the associated road closures as listed in Appendix 1.

2. Authorised officers to enter into formal agreements with event organisers to determine conditions, fees and levels of support as appropriate.

3. Authorised the Executive Director, Economy, Environment & Culture, after consultation with the Chair of the committee to make any alterations to the events programme as necessary including approving new applications in accordance with the Outdoor Events Strategy 2019-2024 and cancelling events if required.

RESOLVED:

1. Granted landlord’s consent (subject to the execution of a formal agreement) for each of the proposed events listed in Appendix 1.

3. Authorised authorises the Executive Director, Economy, Environment & Culture, after consultation with the Chair of the committee to make any alterations to the events programme as necessary including approving new applications in accordance with the Outdoor Events Strategy 2019-2024 and cancelling events if required.

4. Agreed a 3 year landlords consent be granted for the On The Beach series pending agreed conditions.

RESOLVED:

1. Noted the development of a new Economic Strategy.

2. Agreed the proposed approach and indicative timescales to develop the new Economic Strategy, and notes that the final draft strategy

will be reported to committee and Full Council for approval.

1. Agreed to give delegated authority, to the Executive Director of Economy, Environment and Culture, in consultation with the Chair of the Culture, Heritage, Sport Tourism and Economic Development Committee, to submit representations in response to consultation on the Rampion Development Consent Order (DCO) application. This may include officers needing to appear for the Council at the Examination.

2. Noted that the Council’s response will be made publicly available and the additional opportunities for representations as set out at paragraph 3.10-3.11 of the report.

RESOLVED:

That Committee:

1. Agreed to delegate authority to the Executive Director of Economy, Environment and Culture, in consultation with the Chair of the Culture, Heritage, Sport Tourism and Economic Development Committee, to submit responses to consultation on the Gatwick Development Consent Order (DCO), as set out at paragraph 3.7.

2. Noted that the Council’s response will be made publicly available and the additional opportunities for representations as set out at paragraph 3.7 to 3.10 of the report.

RESOLVED:

That Committee:

1. Delegated authority to the Executive Director of EEC, in consultation with the Chair and Deputy Chair, to sign off key stages in the preparation and publication of the East Sussex and Brighton & Hove Local Nature Recovery Strategy.

RESOLVED - That the Sub Committee grants delegated authority to the Executive Director, Health and Adult Social Care to take all necessary steps to procure and award multiple block contracts for a period of eight years (8 Years) which will run with bi-annual breaks i.e., two (2) plus two o (2) plus two (2)plus two (2) for residential nursing beds.

RESOLVED - That the Sub Committee agrees that the Council now enters into a formal written contract with the Oasis Project to deliver treatment and support under the national Combatting Drugs Strategy.

RESOLVED - (1) That the Sub Committee agrees to the re-commissioning of the Carers Hub for Brighton & Hove; and

(2) Grants delegated authority or the award of a new contract to the Executive Director, Health and Adult Social Care to procure and award a new contract to provide a Carers Hub.

RESOLVED: That the Committee –

      i.         Agreed to the proposal of re-commissioning the after school clubs through the two special schools Hill Park and Downs View schools. This would be a new model of delivery and commissioned through a service level agreement (SLA) as both schools are maintained through the local authority. The SLA would be for an initial term of three years with the option to extend for a further period of up to two years, subject to good performance.

RESOLVED: That the Committee –

      i.         Noted Appendix 1, which detailed the strategic risk and current mitigating controls and actions being taken.

     ii.         Noted Appendix 2, which provided a guide to the risk management process and guidance for Members to input in the process.

    iii.         Agreed to make any recommendations for further action(s) to the risk owner, the Executive Director, Families, Children & Learning.

RESOLVED: That the Committee agreed –

      i.         That Care Experience is adopted as a protected characteristic by Brighton and Hove City Council.

     ii.         That all Equalities Impact Assessments and Committee reports will consider the implications for children in care and those with care experience, to support the Council’s duties as a Corporate Parent.

RESOLVED: That the Committee –

      i.         Noted the responses to the consultation undertaken regarding the proposal to create a one form entry Hertford primary school on one site and for this to be implemented by relocating Hertford Infant School to the junior school site and extending the age range to pupils aged 4-11 years.

     ii.         Agreed to the publication of the required Statutory Notices to progress this proposal.

    iii.         Noted that following the statutory notice period the matter is referred back to the meeting of the Children, Families & Schools Committee on 6 November 2023 for a final decision.

RESOLVED - That the Sub Committee notes the outcome of the procurement and agrees that the contract will be awarded to the wining bidder.
