RESOLVED: That the Urgency Sub-Committee:
(1) Agreed the disposal of 31 Palmeira Avenue, Hove currently occupied by the Jeanne Saunders Centre (‘Penny Gobby House’) Charity;
(2) Agreed The purchase of the Annexe at Connaught Road by the Charity;
(3) Agreed to delegate authority to the Executive Director Families, Children and Learning to take all steps necessary to progress and complete the disposal of 31 Palmeira Avenue, Hove on behalf of the Charity;
(4) Noted that further reports will be brought back to the Urgency Sub-Committee to make decisions in relation to the disposal of Penny Gobby House and the acquisition of Connaught Road on behalf of the Charity and to oversee the arrangements for the net surplus proceeds of sale which are to be ringfenced for the Charity’s use;
(5) Noted that a report will be brought to the Strategy, Finance & City Regeneration Committee in due course with a recommendation for the Council as landowner to dispose of the Annex building at Connaught Road, which will be acquired by the Charity.
14/09/2023 - Madeira Drive Closures 2024 ref: 7015 For Determination
To seek approval from Councillors for
landlord’s consent for each of the proposed events on Madeira
Drive in the first half of 2024 and the associated road closures.
Councillors are reminded that they can grant consent for each event
request individually and not only the whole programme.

2. Authorised officers to enter into formal agreements with event organisers to determine conditions, fees and levels of support as appropriate.
3. Authorised the Executive Director, Economy, Environment & Culture, after consultation with the Chair of the committee to make any alterations to the events programme as necessary including approving new applications in accordance with the Outdoor Events Strategy 2019-2024 and cancelling events if required.

i. Agreed to the proposal of re-commissioning the after school clubs through the two special schools Hill Park and Downs View schools. This would be a new model of delivery and commissioned through a service level agreement (SLA) as both schools are maintained through the local authority.
