Improve Pedestrian Safety on Dyke Road: Crossing at Hilltop Cafe and Three Cornered Copse

We the undersigned petition Brighton & Hove Council to Install effective traffic calming and safety-compliant crossing infrastructure on Dyke Road, near the Hilltop Cafe and Three Cornered Copse. We request an urgent redesign of the current pedestrian refuge island, which is currently unfit for purpose, and the implementation of formal crossing measures (such as a Zebra or Pelican crossing) to protect residents, children, and dog walkers in this 30 MPH zone. A speed restriction of 20mph would be an alternative.

The crossing point between Hilltop Cafe and Three Cornered Copse is a vital community link. However, current traffic data and infrastructure design create a high-risk environment for pedestrians.

1. The "Dog Length" Safety Hazard
The existing pedestrian refuge island in the center of Dyke Road is dangerously narrow. It is currently narrower than the length of a medium-sized dog or a standard pushchair. Pedestrians are forced to stand in a vulnerable position with traffic passing closely on both sides at 30 MPH. This "squeeze" creates a significant risk for anyone with a pet, a pram, or limited mobility, as they cannot safely fit within the protected area.

2. Speed and Volume Data
Official Highways Agency data (Project: Tivoli Road, Jan/Feb 2026) shows that traffic volume is high, with an Annual Average Daily Traffic (AADT) of 9,294 vehicles.

While the limit is 30 MPH, the 85th Percentile Speed is 29.6 MPH, meaning a vast majority of vehicles are traveling at the absolute upper limit of the law as they pass this narrow crossing.

The data shows a Max Speed of 70 MPH recorded at this location, highlighting that without physical calming, the road invites dangerous "stunt" speeds.

3. The Need for Action
In a 30 MPH zone, the force of a collision is significantly more likely to be fatal than in a 20 MPH zone. Pedestrians currently have to "dart" across gaps in heavy traffic. We believe the current island provides a "false sense of security" while failing to actually protect the people (and pets) using it.

We urge the Council to prioritize this location for a safety upgrade before a serious accident occurs.
