Parking changes on Hallyburton Road, Carlton Terrace end

We the undersigned petition Brighton & Hove Council to urgently review and reverse the recent changes to the parking restrictions on Hallyburton Road, Hove, at the Carlton Terrace end. This affects about 10 bays but many people in the area. Previously, the parking bays operated under a limited controlled parking scheme, with restrictions from 11:00am–12:00pm and 6:00pm–7:00pm. This was agreed on by residents and allowed those with a resident permit, visitors, carers, and tradespeople to park, while still preventing long-term commuter parking from Portslade Station. New restrictions have changed to charge a fee from 9:00am–8:00pm and no longer allowing parking for those who have already purchased a resident permit in good faith. This is a significant change that has a substantial impact on residents' daily lives, particularly those with greater dependence on a car or have visiting carers. These changes risk: ? We support fair parking management, but significant changes should be based on transparent consultation and reflect the needs of the community they affect.
We are particularly concerned because none of the residents on our local WhatsApp Group were aware of proposed changes (at least 25 households). Of course, we would have objected to this restriction if we had known as it seriously disadvantages us.
? We were recently made aware that a notice appeared briefly in the Argus, over the Christmas period, when many households are away and not reading local papers. This minimal requirement did not reach the attention of any residents on our street.
? Residents confirm there were no consultation letters or notification of proposed changes.
? We did not see any notices displayed on the street informing the residents.
This is clear evidence that an appropriate notification process was not followed. Without adequate consultation, residents were denied opportunity to object before the decision was made. We believe that the council contravened its own publicised process to enable fair opportunity to comment and object to changes. This change undermines the needs of local residents without clear evidence that extensive controls are required.
