Free parking at Norton Road car park
Norton Road car park is empty much of the time, especially at
weekends. Yet, visitors are put off coming to our city and spending
money in local businesses because of the cost of parking. For
residents, it’s often impossible to find a nearby space on
the roads near their homes.
Norton Road should not sit empty, attracting graffiti. It should be
available to help residents and our city. That way, residents not
able to find a space would have somewhere to park, local businesses
would benefit from more visitors and anti-social behaviour in the
car park would be reduced because it wouldn’t be
vacant.
This change would cost Brighton & Hove City Council little,
while benefiting residents, businesses and visitors a great
deal.
This e-petition will be presented to the Council meeting on the 25th October, 2012.

Council response
Response provided by the Chair of the Transport Committee on 27 November 2012:
"We have no plans to introduce free parking at Norton Road car
park because this would be inconsistent with our efforts to
encourage sustainable transport, reduce congestion across the city
and meet EU targets for reducing air pollution.
Free parking will serve to generate traffic and cause further
congestion.
If the car park is free, it is likely to be full at times when
visitors and residents would like to access local shops and
businesses. The cost of maintaining and operating Norton Road car
park is significant. So we do need to cover those costs by charging
a fee".
