Urgent Work for Incoming & Lateral Electrical Mains Replacement in Council Housing (Exempt Category 3)

This report seeks approval to delegate authority to procure and direct award contracts to specialist contractors to carry out urgent upgrade and replacement works to the electrical power supply, rising and lateral mains, at six identified high-rise residential council blocks.

Reason for urgency:
Our proactive testing programme with UK Power Networks has identified significant risk of failure that could cause a power outage and fire safety concerns in relation to the infrastructure to the electrical power supply, rising and lateral mains, at 6 identified high rise council blocks. The urgency is to procure and award a contract to a specialist contractor without delay to mitigate the risks identified

Consultation process

Delegation of authority is sought in consultation with the Cabinet Member for Housing who has been kept updated on the intended approach. Relevant regulatory authorities have been made aware of issues as appropriate. Owing to urgency of this procurement request it has not been possible to consult with residents at this time. Residents will be informed and engaged as we proceed with the works
