This high level Plan sets out the rational,
guidance and actions for necessary in readiness for the winter and
during cold weather. This year it includes the context of COVID19
and potential related impacts of the EU exit. It informs any more
detailed service specific plans and sits alongside the NHS
organisations winter plans
