    93b     Exclusion of Press and Public

     

    93.2    In accordance with section 100A of the Local Government Act 1972 (the Act), the Cabinet Member for Culture, Recreation and Tourism considered whether the press and public should be excluded from the meeting during an item of business on the grounds that it was likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press or public were present during that item, there would be disclosure to them of confidential information (as defined in section 100A(3) of the Act) or exempt information (as defined in section 100(I) of the Act).

     

    93.3    RESOLVED - That the press and public be not excluded from the meeting.

    Minutes:

    94.1    RESOLVED - That the minutes of the Culture, Recreation and Tourism Cabinet Member Meeting held on 24 March 2009 be agreed and signed by the Cabinet Member subject to an amendment to paragraph 84.12.  The Chairman’s Communications should have referred Andy Burnham MP, Secretary of State for Culture, Media and Sport being in attendance at the LGA Conference.

Cabinet Member's Communications

    Minutes:

    Animated Hove

    95.1    The Cabinet Member reported that the film Animated Hove was runner up from a selection of hundreds of films in the Best Film by under 12s category in the Activision First Light Movie Awards 2009.  The film was also runner up for the International Jury Prize for Electric December virtual Festival and has been screened at the International Film Festival in Canada in 2009. The film has been submitted to the Oskar Bright Film Festival.

     

    95.2    The film was a result of a partnership project with Carousel and Junk TV and Hove Museum working with children from Hillside Special Educational Needs School, Portslade. Working with the toy collections as inspiration, the children developed the story line, script and built the sets for the film. The film was shown at Hove for two months last summer.

     

    Conference Wins

     

    95.3    The Cabinet Member reported that 'VisitBrighton were pleased to announce another conference win for the city. The Chartered Institute of Public Relations (CIPR) who are the professional body for the UK public relations industry had chosen Brighton as the destination for their 2010 annual conference. The main conference venue that would host over 300 delegates for 3 days would be the Thistle Hotel with a gala dinner taking place on one of the nights in The Grand.  Exact dates were yet to be finalised but it would take place in October. VisitBrighton thanked John Shewell (Head of Corporate Communications for BHCC ) for all his help in securing this conference for the city - it was a great example of the city’s Ambassador programme in action once again.

     

    Hove Library – Now Open On Monday Afternoon

     

    95.4    The Cabinet Member was delighted to report that the opening of Hove Library on Monday afternoons started the previous week, with a very well attended launch event.  The Mayor cut the ribbon to mark the start of the extended 6 days a week opening, and over 900 people visited the library on this first afternoon.  Children’s events and activities included the first performance of a new song written especially to go with the new mural in the children’s library.  The popularity of the first Monday opening was a reflection of the demand for libraries services in Hove, and the council was confident of a further increase in visitor numbers as a result of these extended hours.

     

    Growing Success of Brighton & Hove Libraries

     

    95.5    The Cabinet Member reported that visits to Brighton & Hove Libraries increased by 6.5% overall last year (April 2008 – March 2009), with some libraries performing especially well:  Portslade Library achieved an outstanding 29% increase in visits as a result of the extension of the library to include a new Children’s Gateway Centre, which had helped attract more children and families to this community library.  This increase has been achieved without any increase in opening hours, but by bringing together services for local people into one building, and was a great endorsement of the plans to develop the community libraries as local hubs in their communities.  Other notable increases were an additional 15% of visits to Rottingdean Library, and 12% increases in Jubilee Library and the Mobile Library.

     

    Royal Pavilion & Museums Update

    95.6    The Cabinet Member reported that there had been a successful planning application for banners at the Royal Pavilion.  This would help promote the Royal Pavilion & encourage more visitors.

    96.7    The Cabinet Member reported that the Stories of the World Programme was announced by the Museums, Libraries & Archives Council (MLA) in partnership with London Organising Committee of the Olympic and Paralympics Games (LOCOG) on 28/4/09.   Stories of the World would create connected exhibitions across the UK for 2011 and 2012.  They would explore and celebrate our place in the world.  Instead of the traditional curators’ or historians’ view, Stories of the World exhibitions would tell stories from the viewpoint of local people from our diverse communities.  The Royal Pavilion and Museum would work with young people on a major re-display of the World Art galleries at Brighton Museum, opening in 2012.

     

    96.8         The Cabinet Member reported that the Ancient Egypt galleries opened on Saturday, 28 March 2009.  Some 5,000 members of the public attended special events at Brighton Museum over the weekend.  

     

    96.9    The Cabinet Member reported that Capturing Colour - an exhibition that was planned to be staged at Brighton Museum & Hove Museum in 2010, working in partnership with young people - had been successful in getting a £20,000 grant towards the project from Screen South Digital Screen Archive Fund.

               

                Children’s Parade

     

    96.10  The Cabinet Member had been pleased to see the Children’s Parade at the start of the Brighton Festival.  He sent his congratulations to Same Sky and to all the schools and parents who took part in the parade.

    Decision:

        

     (1)      That the Reading Strategy be agreed as a consultation document designed to engage more people in the development of an action plan to improve reading across the city. 

     

    Minutes:

    103.1  The Cabinet Member considered a report of the Director of Culture & Enterprise which explained that the Reading Strategy was a consultation document designed to engage more people in the development of an action plan to improve reading in the city.  The strategy set a clear aspirational vision for reading in the city, and set out some priorities already identified that could be worked on with partners across the city (for copy see minute book).      

     

    103.2  The Reading Strategy would be launched on the 7 May.  Consultation would continue until 10 July 2009.

     

    103.3  Councillor Davis highlighted the statistic that 12,000 adults were without basic literacy.  She asked if there would be more detail on the nature of the consultation. 

     

    103.4  The Head of Libraries & Information Services reported that there would be more detail.  Areas that had been identified for a stronger focus were literacy for adults; a focus on boys and men; readers to whom English was a second language; and employability skills.   The consultation would engage with anyone involved in adult education. 

     

    103.5  The Secondary Schools’ Adviser – Children & Young Peoples Trust explained that all schools would be asked to contribute to the consultation.

     

    103.6  The Head of Libraries & Information Services reported that officers were talking with employers.  The football club would support reading for adults and there was support from the Arts Commission. 

     

    103.7  RESOLVED – Having considered the information and the reasons set out in the report, the Cabinet Member accepted the following recommendations.

     

    (1)       That the Reading Strategy be agreed as a consultation document designed to engage more people in the development of an action plan to improve reading across the city.

Natural History Museum, Wild Earth Outdoor Photographic Exhibition 2010 pdf icon PDF 80 KB

    Decision:

    (1)       That landlord’s consent be granted to host the Wild Earth Exhibition on the East Street Bastion and upper promenade from 12th February 2010 – 26th September 2010.  Reference can be made to Appendix 1 for the exact location on the East Street Bastion.

     

    (2)       That officers be authorised to enter into formal agreement with the event organisers and to determine conditions of support as appropriate.

     

    Minutes:

    94.1    The Cabinet Member considered a report of the Director of Culture and Enterprise which sought landlord’s consent to host the Wild Earth Outdoor Photographic Exhibition on the East Street Bastion from 12th February 2010 – 26th September 2010.  The Cabinet Member was also requested to authorise officers to enter into a formal agreement with the event organisers and to determine conditions of support as appropriate (for copy see minute book).

     

    94.2    In answer to questions put by Councillor Davis, the Conference Sales & Business Development Manager confirmed that the photographs would be 2 metres by 3 metres.  They would be placed on railings on the seafront and there would be a shop.  All the revenue from the exhibition would go to the Natural History Museum. 

     

    94.3    The Cabinet Member was pleased that Brighton had been picked for the exhibition.  If the exhibition was a success, he hoped the site could be used at a future date for an outdoor art exhibition. 

     

    94.4    RESOLVED – Having considered the information and the reasons set out in the report, the Cabinet Member accepted the following recommendations.

    (1)       That the creation of a sustainable event management system for outdoor events be endorsed.

     

    (2)       That the timetable for the implementation of ‘working towards BS 8901’ be agreed.

     

    Minutes:

    105.1  The Cabinet Member considered a report of the Director of Culture and Enterprise which reviewed the research undertaken into the creation of a sustainable event management system and requested that the timetable “working towards BS 8901 be agreed (for copy see minute book).

     

    105.2  Councillor Davis asked for clarification of paragraph 3.6 relating to BS8901.  She requested examples.  For instance, was there a blanket standard that says all events use recycled cardboard?  The Events Manager – Sports and Leisure replied that when looking at the British Standards, it showed that the council were 4/5 of the way there.  There was a noise management plan and the council was working with renewable energy.  It was not a quantifiable standard but a ball park figure.  

     

    105.3  RESOLVED Having considered the information and the reasons set out in the report, the Cabinet Member accepted the following recommendations.

     

    (1)       That the creation of a sustainable event management system for outdoor events be endorsed.

     

    (2)       That the timetable for the implementation of ‘working towards BS 8901’ be agreed.
